If there is one entry by plugin, to would be too much... perhaps we could use 
an explicit title for the ticket [sfMyPlugin] : does not work...

Hi folks,

I realized a new plugin today, sfPropelSyncContentPlugin. While
filling out the plugin form for the nth time I hit that
tantalizing-yet-blank "ticketing URL" field again.

How do I set things up so that people can open tickets about my plugin
on the Symfony site? And could this be documented with a sentence or
two in that form so that more plugin developers take advantage of it?
