Hi,

I definitely think the first one is a necessity to provide a smooth upgrade.
It is a safe assumption that plugins that are installed at the time of the
upgrade are used in the project (if not, they should've been uninstalled
already ;) ). It is either this, or work on an interactive upgrade task that
asks for each plugin whether or not it is enabled.

The second is nice, but could also be caught by good documentation. The _dev
exception screen already contains a lot of information, so it is very likely
people will not see it.
