I think he experienced another issue there:

Even in dev, once a template is compiled, if you change an existing
filter or function that is hardcoded in the compiled php file, the
template won't be recompiled unless you change the template as well.
This is normal and can not be changed for performance reasons.

The fact that twig compiles most stuff to native calls also means that
AFAIK closures are not really possible atm since they do not persist
across requests.
