is there still a way to create a bundle "HelloBundle" instead of
"CompanyHelloBundle"?

The PSR-0 standard says that the first part of the namespace has to be
the vendor name. Then, if you don't want to follow the standards, you
can still create a bundle without a vendor namespace by doing it by
hand. the command enforces the standard.
