Hi,

i'm working on a "New Symfony Project..." wizard for the eclipse symfony
plugin. The idea is to provide various options for the new project
structure, one of them is to initialize the project with the Symfony
Standard Edition.

Are there any legal issues with packaging the Standard Edition into an IDE?

As long as you keep the whole archive with the LICENSE file, there is no "legal" problem I'm aware of.
