We try to only keep in Symfony "core" the common components needed by everyone else. Everything else has been extracted. And the Symfony Standard edition is where we put together components and bundles. AFAIK, Johannes only wrote the config component, which was extracted from the DIC and of course, he contributed heavily on some of other components.

The core team is composed of all people who are contributing on a regular basis to Symfony. That's that simple.
