I'm usin Symfony 1.4 and I have no problem with manual instalation of
sfDoctrineGuard Plugin (on windows platform)

symfony plugin:install ./sfDoctrineGuardPlugin-4.0.1.tgz
>> plugin installing plugin "./sfDoctrineGuardPlugin-4.0.1.tgz"
