I am thinking that maybe the inline taggable script isn't being linked to the page. The widget tells symfony to use the script, but if it's not included it will display a simple text box. Will you check your web directory for me? does the path <approot>/web/sfDoctrineActAsTaggable/js/pkTagahead.js exist?
If not, try running "php symfony plugin:publish-assets" and the link will be created.
