Hi Matt,
 what kind of Loader are you using for translations?

I had a similar issue with the basic array-based PHP files like:

messages.de_DE.php

return array(
    'Name' => 'Name',
    'Welcome' => 'Willkommen'
ect....

cause the encoding of the file containing the translation was
not UTF-8.
