New issue 1645 by jorn.baayen: [PATCH] Can not expand or simplify piecewise  
functions

The problem is that the Piecewise constructor does not accept args of type
ExprCondPair (although it stores its args as such internally). I attach a  
fix.

Another problem with Piecewise functions is that Basic.__contains__ does
not work because bool.__contains__ is not implemented (the condition part
of an expression-condition pair can be a simple truth value). The attached
patch also sympifies 'bool', but I'm not sure if this is the right thing to
do -- it does however fix the problem.
