This works now.

In [25]: eq=(x/neg)**-S.Half; str(eq)
Out[25]: 1/((-x)**(1/2)*(-1/neg)**(1/2))

In [26]: N(eq.subs({x:-2,neg:-3}))
Out[26]: 1.22474487139159

The assumptions problem was issue 1717.
