Unless the x is a literal, it would be nice to have the 2 on the outside of
this expression:
>>> powsimp(x**(2*y))
(x**2)**y <== could be (x**y)**2 so "x**y" could be identified as a base or
an extractable piece by extract_multiplicatively.

Bases should not combine unless the exponents are integers or the bases are
positive
>>> powsimp(x**y*z**y)
(x*z)**y
