Comment #1 on issue 1837 by smichr: 0**(x-2) becomes (oo)**(2-x)

commit 1837 in smichr's 1766 branch at github retains the above behavior but doesn't let the exponent and multinomial expansions obliterate the exponent when the base is 0. 0**(2-x) has an easily identifiable value of 1 when x=2, but if this becomes
0**2*0**-x = 0*oo**x = 0, one can no longer determine when it is not 0.
