Thanks for the clarification of what the problem is. With that change then the poly division "poly, p = p.div(q)" actually does make the order of p less than q and all
proceeds well with ratint_ratpart.

As to the issue of not passing along constants that don't need to be integrated (i.e. the contents of my patch) are you going to be re-writing 'integrate' or should I file
this under a separate issue like "integrate is working too hard"?
