The piecewise failure is due to the ordering of the expression args. The two sides of the assert equality are equivalent. We can test for both cases, or we can canonicalize the order of args in piecewise_fold().

A more complete (and complex) solution would be to implement simplification for piecewise functions that recognizes the fact that the condition in the inner Piecewise is never reached.
