The WndowsError thing is definitely a bug.
I wouldn't trust the github tarballs in general. If you insist on making it
a build process, I suppose you could make git a build dependency and build
against the sympy-0.7.2 tag. We created the two tarballs precisely because
we didn't want anyone to have to worry about this.
