Then it looks like applying horner to the args is an already functioning possibility:

def rcollect(expr, *vars):
    expr = sympify(expr)
    if expr.is_Atom or not expr.has(*vars):
        return expr
    return expr.__class__(*[horner(arg, *vars) for arg in expr.args])
