The numerator is factored. factor() only factors the whole thing, so your
polynomial, which is something like a*z**2 + b*z + c is not factored.
Partial factorization like z*(a*z + b) + c is not implemented. In general,
such things are not unique. Such a thing might be useful, though, but I'm
not sure how to make it well-defined, beyond horner().
