The release notes stuff isn't done, and I don't think the email and blog
post are, but everything else is. It now updates the website and docs, and
uploads the tarballs to GitHub and PyPI. I'm closing this now, because most
of what remains falls into the "nice to have" category, as opposed to
the "need to have" one.
