New issue 2133 by mattpap: Merge new polynomials manipulation module

During last week I pushed polys11 branch to the state that it should be
finally possible to merge it with master. After rebasing, the new branch is
polys12, which is available from http://github.com/mattpap/sympy-polys.
Known issues:
- possible bug in test runner makes polystools.py fail on 2.4 (too many
tests ;)
- tests fail in ode module (some of them are trivial ones)
- doctests fail under 2.6.6 (this is rather obvious)
Besides this I didn't encounter any other test failures. I tested a subset
of the following configurations (where subset means most of them):
1. ground types: python/gmpy
2. Python: 2.4/2.5/2.6/2.7
3. architecture: 32/64 bit
4. cythonized: yes/no
