Except on github, users can't join teams (unless I'm mistaken). Admins have
to add them. So I'll do it for any group of people that I find myself
pinging together.

(matrices, statistics) and so hear about these automatically.

In pull requests the process is different.  Usually someone (read: Aaron)
reads the pull request, realizes that I might be interested, and then pings
me with an @mention.  If we were to make statistics and matrices teams I
would join/subscribe to them happily much in the same way I subscribe to
tags/labels.
