Fractal compression is a research field on its own, but there is not much that it has in common with SymPy at the moment. And most methods for generating images are computationally (numerically) intensive and do not use much symbolic algebra. Because of this sympy might not be the best organization for such a project. On the other hand there are orgs dealing with computational geometry and image processing, so you can check them out.
On the other hand if you have something related to symbolic math in mind, feel free to give us more details.
