That best way to get started is to first install LFortran on your machine and try to reproduce this tutorial: https://docs.lfortran.org/developer_tutorial/ Make sure it works on your machine. If you run into any issues, please ask. Then make sure you submit a patch more more to SymPy. Since your proposal is related to parsing/code generation, perhaps you can contribute to those modules with your patch. Finally, start writing the proposal, think about the details what you would like to do and achieve. I am here to help.
