i will tell him (i think he is using 'the bat' email client, do u think that 
client have problems with timezones?)

now about receiving:
synapse translates the time of msg.header.date got from the sender?
meaning: if that guy from london send me a mail from 10:30:00am
should i see 10:30:00am on my side, or 14:30 ?

still waiting for an email from him to see what actually happens :)

he evidently not applu timezone correction. it is his problem, not
yours.

your time is 14:31:08 +0300, it is 11:31:08 utc. if his time is
10:31:08, then he must be in timezone -0100. (or you have bad
timezone)

anyway, problem is not in synapse, problem is in mail agent used by
receiver.
