WideStringToStringEx does what it says: convers widestring to string :)
for the text part, it works great and i can send and receive unicode, that's
why i dont know why it doesnt work
for the html part
im wondering if im the only one who ever used unicode with synapse :)
im sure im missing a small thing here

See what you are doing in your sample... you filling datas in UTF_8, so
you must set targetCharset correctly by charset used by you!
And I not know what doing WideStringToStringEx funtion, and if all is OK
here. And i not know if you have correct data source fo your text...
I not have a time for analyze of your problem now... :-/
