I just double-checked..made a sample project in Delphi5 with your code 
as the base (assigned it to a button, on a form - that is all - removed 
the writeln stuff)..  HTTPMethod returned true and it went on to 
loadfromstream etc..

The URL I tested was:

http://www.ocpafl.org/pls/webappI/get_parcel_by_addr?s_name=moon&s_num=&s_dir=&max_row=234&set_number=226&s_type=&query_data=1111111A&next_row=MOONSHIRE10058312319194812000&rec_set=I209T234

Btw, I also checked the loadfromstream result to make doublely sure and the 
html code was present as expected.

I'm not sure why it might return false for you, but luckily the function isn't 
very complicated and it wouldn't be difficult to trace the problem with a bit 
of debugging.

Good luck!  Btw, just to confirm, are you're using FPC?  Also, are you using 
the latest synasnap?
