Official Synapse build not supporting WinCE yet. However Adrian Veith made extension what adding this feature to Synapse. I wish add this to Synapse too, but: - Current WinCE support is based in Win32 native Winsock accesses. But maybe will be better to handle it by FPC sockets instead, as FPC linux/unix support does it too.
