I try to made some experiental changes in mimepart defaults.

- default part encoding is 8-bit. It should not break correct messages, 
because MIME default is subset - 7-bit. But some RFC ignorant maislers 
assuming 8-bit as defalt, this cahnge may be workaround.

- default part charset is system codepage now. (was 7-bit US-ASCII). US-
ASCII is usually subset of system charset, correct RFC message using 
default should be still decoded properly. However messages created by 
some broken version of outlook can be decoded properly now.

It is marked as experimental changes, because I not know if it have some 
unwanted consequences. Please, test it!

Changed unit is in SVN repository.
