i means SFTP (tunneled over ssh i think´s it); Well, using another softwares like filezilla it works fine (i does it just to kill any doubt about servers settings), but playing with SYNA into mine delphi´s project i am receiving (SOMETIMES) this same error: 10060. When you say about what kind of protocol i was using, and for myself surprise sftp and ftps are toooo diferents :-) my case is really sFTP.
