Lloyd, The packet capture libraries operate at a much lower OSI level ( http://en.wikipedia.org/wiki/OSI_model ) than the Synapse libraries (unless something's been added that I don't know about). They're specifically designed to "monitor" packet traffic, as in bugging VOIP phone conversations...
If that's what you want to do, you'll need to deal with one of the pcap libs, because any alternative (that I'm aware of) would be much harder... The only alternative that comes to mind, wherein you could use the Synapse Libs, would be to set up a proxy of some sort... which could also be quite involved... In particular you'd probably have to have in-depth knowledge of all the protocols involved; instead of just capturing traffic of certain sorts, you'd have to interface on all sides at the protocol levels.
