[VOTE] Indika Kumara as a Committer

For a while now Indika has been providing quite a few patches for 
Synapse to improve and enhance it further. He also contributed test 
cases for mediator factory/serialization, and is working on tracing and 
statistics for our next release. Hence I'd like to propose we make him a 
Synapse committer.
