You are mentioned as a committer on the project.
I think an "announcer" should be more than just
a committer. The ASF released the s/w and that
is a function of the PMC. So the "we" must
refer to the PMC. As such, it should come from
someone who is a member of the PMC or, even
better, the PMC chair.
