Make the Synapse XML configuration reading be based on the namespace of the

At the moment, we read mediators based on the namespace->mediator mapping
table. I think the same concept could be added to the basic XML document
element to make the actual synapse.xml config language pluggable. This is
motivated by the idea of using the SCA assembly model as an alternative config
language.
