Synapse is a mediation broker, and it could be used as an ESB in a SOA - I think its different from what is usually referred to as a 'rule engine'.. (e.g. a Java rules engine like drools) You will find more information on its capabilities from the project web site at http://ws.apache.org/synapse/

Also the samples (http://ws.apache.org/synapse/Synapse_Samples.html) may be of interest. We do not use any RMI and internally the message is an Axis2 message context. Mediators could be written to perform some action on the message at some point in a flow.

As to its power, you could refer to some initial performance figures that compares it to a leading proprietary ESB (http://wso2.org/library/1721). We will soon have a comparison against other open source alternatives published in the next few days.
