Just to add one point to this:

As well as merging m-c into Elm to provide a current testable thing, we will 
sometimes have the option of selectively uplifting patches to get broader 
coverage — or just landing upstream directly, as we did with the Hawk header 
support. We don't have to take advantage of this, but we can if we want to for 
mostly-standalone components.
