Here's my understanding of which Sync-related bugs should go where. If
anyone wants to disagree or elaborate/clarify, that'd be great.

= Firefox Desktop =

- Firefox::Sync for UI Bugs, which includes: Sync preferences, Sync
menu panel, panel notifications, about:accounts container (but not
about:accounts _content_)

- Mozilla Services::Sync Backend for issues with the core sync
functionality (e.g. failure to collect/sync data correctly, failure
authenticating, etc.)

- Core::FxA for bugs related to Firefox accounts-specific
authentication issues, and in the Firefox Accounts code shared with
Firefox OS (i.e. code in services/fxaccounts).

= Firefox for Android =

- All Android-specific bugs belong in Android Background Services ::
Android Sync

= Server-side issues =

- Mozilla Services::Server: Firefox Accounts should be used for issues
with the content of about:accounts (i.e. the web forms that you use
for the desktop sign-in/sign-up flows), and some issues about how that
content interacts with the desktop Firefox UI
