An add-on is more feasible on Android than forcing users to modify about:config, but there are a lot of add-on discoverability issues on Fennec (the overwhelming majority of users don't use them, and almost certainly don't know how to find them), and implementing a UI that way is much more challenging than on desktop. It's also a lot of engineering complexity, including to signal from Gecko to the background services Java code. I'd like to avoid that if we can.
