In particular, in https://bugzilla.mozilla.org/show_bug.cgi?id=1246076#c5 Chris downplays the privacy implications of this (which I agree with) so we settled on a preference that concerned users can flip to prevent this fetching.

So I can't see why we shouldn't use the same preference (possibly renamed) and if it in the default state, just fetch the favicons for bookmarks using the existing favicon service.
