the privacy implications of this (which I agree with) so we settled on a
preference that concerned users can flip to prevent this fetching.
So I can't see why we shouldn't use the same preference (possibly
renamed) and if it in the default state, just fetch the favicons for
bookmarks using the existing favicon service.
