It's not mandatory, it's a decision you should make, or discard.
I am personally favorable to package renaming, only I would wait (a
couple of weeks at most) in order to complete all pending developments
on GoogleCode SVN repo, so that we can afterwards make an easier
patching from there to ASF SVN repo.
I would rather suggest you move all the pending dev done on google code
into branches in Apache Subversion repos. And this is orthogonal to the
package renaming.
You should not conduct developments on two different places (ie The ASF
and GoogleCode), this is a community anti-pattern.
