OpenJPA by default does not enforce foreign key constraints (see
http://openjpa.apache.org/faq.html#FAQ-WhyOpenJPAisnotcreatingforeignkeyconstraintsonthedatabasetables%253F).
OpenJPA specific conf must be tweaked accordingly.
