This behavior is expected: workflowId == 0 is only for some users needed
for some preliminary tests.
It could be somehow acceptable when not using AcitvitiUserWorflowAdapter
(i.e. using NoOpUserWorkflowAdapter) but, in general, is a configuration
not supported at all.
