Not stupid at all, ask away.

RSS is limited in it's spec to stating ONE language per feed. This is
usually set to the language of the audience most likely to be reading your
feed. So if you make a french feed intended for french-reading viewers it
would be appropriate to mark it as 'fr'. The same goes for any other
language.

> Scenario 2
> If the weblog is bilingual, some posts are in English, some in
> Finnish and the content is "universal stuff", what should the

See above response.

Yes, this is imprecise. It does mean that something looking solely at the
channel language element might not be able to 'see' the fact that other
languages are present. C'est la vie.

However, the items themselves can indicate what language their using and
would thus make it possible for tools to reach a deeper understanding of
what's present. Unfortunately most tools never make use of it.

At this point there is all sorts of potential for improving the state of
language and other metadata markup in feeds. It's a classic
chicken-meets-egg problem. No tools means no data means no tools.

All this said, language has nothing to do with location. Geographic data
has no place in language tags. Use of en-US, de-CH and the like are dialect
indicators NOT geographic.
