You should note that the feeds have validation problems:

The latter is a case of serving it up as "text/html" instead of the correct
"application/rss+xml" MIME type.

But the first feed has several character encoding errors.  These should be
fixed first before asking feedreader to do anything.

As always, just because some other app doesn't report errors doesn't mean
the document isn't broken.  XML encoding is both complex and simple at the
same time.  Provided you use the right character encoding directive and
follow it everything can work out fine.  It's when you start mixing and
matching, often because of editing programs that don't truly understand
unicode, you run into trouble.

Bear in mind that numeric character entities are ALWAYS from the Unicode
encoding.  They're NOT from whatever other encoding a document might
express.  So if you want to use 8859-1 (or whatever) and you need to use a
non-text glyph then it MUST be a unicode reference, not a numeric reference
from the encoding being used.  This trips up more than a few folks; mainly
for silly things like smart quotes.  For european languages it's not usually
all that complex.  For asian encoding it can be a real adventure.
