That's sort of an interesting question! A couple comments... 1. RSS isn't really thought of as a "page" -- it's essentially a data source, which can be thought of as a database or a data stream, but people usually don't "See" the RSS data itself. What they "See" is the data from the feed, formatted through something else (a reader, a Web page, or whatever). So it's difficult (to my mind, at least) to make an analogy between a WYSIWYG tool that gives you something to "See" and any tool related to RSS data.
2. If by "WYSIWYG" you really mean "easy to put together without knowing the technical details," then yes, you can create an RSS or Atom feed without knowing the technical details. For example, you could get an account with Blogger and set up a blog on blogspot.com, and you can set your account to generate an Atom feed. You'll never need to know how the XML is handled, you just write your content and people will "See" it in whatever way makes sense to them -- directly in your blog, or via the Atom feed. There are other tools and sites that do similar things, this is just one example.
