Yeah, if it's not seen traffic since 9/2004 and it's not some sort of 'seasonal' feed then it's dead. We only mark them 'rejected' when they're NOT feeds. This is a rarely applied status value so it's generally not something most reviewers would end up using. For example, an obvious SPAM blog would get marked rejected, as would one filled with 'test' content. Watch out for the latter, as those are sometimes used during initial setup and eventually do start containing content. But, then again, some sites might use a default template and switch to something else soon after. Whenever you come across a feed that appears to be ancient make sure you visit it's HTML website and see if it's likewise defunct. A fair amount of the time a dead feed is more of an indicator of a moved feed. The site remains alive and they've got a new feed URL.
