Building synfig on windows is an absolute nightmare. I have a build setup that just barely works, but I set it up so long ago that I don't think I can really be much of a help.
Starting with Gustin's ports is a good start. I personally use the cygwin environment for my build, and just have it build mingw binaries. This seems to make things a little easier.
