Summary: when linking verticies, which layer's verticies are used?

Initial Comment:
http://wiki.synfig.com/How_do_I#Fill_an_outline.3F tells me that the topmost 
layer's verticies are used, but that's not always the case.

It says:

3. Make sure that the Region Layer is above the Outline Layer in the Layers 
Dialog - this affects which layer's shape remains after the link.

However, I have tried swapping the order of 2 layers over and over and each 
time I 'link' their verticies, the same layer's verticies (ie. the region's, 
not the outline's) are always used.

This is probably an error in the wiki, rather than in the code, but it would be 
interesting to know how it is really deciding which layer to use.

I'll look into it.
