Summary: GIMP palette load with gamma correction.

Initial Comment:
updated with gamma correction.

the correction factor could maybe be put in synfig.config file for easier
modification by the (advanced) user, instead of hard coded in a macro.

Message:
Import GIMP palette files (*.gpl) from existing "load palette from file"
capabilities.

I never used C++, so expect smthg awful. Tried to document it though, ready
the //todo to find particular points that need to be reviewed by a C++
expert.
Any help/comment to correct/improve is welcome. I couldn't test is as I
can't get to build Synfig... sorry.
