Summary: editing fps for a document doesn't update timetrack dialog

Initial Comment:
If I create a document with 24FPS, then make and select a layer, the timetrack 
dialog allows me to select time frames with a resolution of 1/24th of a second, 
as expected.

If I then edit the document's properties, setting it to be 1FPS instead, the 
timetrack dialog doesn't see the change, and still lets me select time frames 
in 1/24th of a second resolution.  Switching to a different document and back 
again makes it update correctly, as does saving and reverting the document.
