Summary: Combined translate-rotate-scale layer

Initial Comment:
The introduction of the combined translate-rotate-scale of the transform tool 
gave a great workflow increasement.
This could be taken further by adding a layer type containing all three current 
transform layer types (rotate, translate, scale).
Setting up and animating cut out animation is now tedious with constantly 
having to switch layers to rotate and move parts. A combined layer would speed 
up work  considerably.

The only issue I can see with a straight merge of the three layers is that we 
need to be able to move the layer around without moving the affected layers 
below for centre of rotation etc. Perhaps alt+drag would move the 
loc-rot-sca-layer origin point without affecting lower layers?
